Heather Oppenheimer, Senior Partner, is an SEI-Authorized Instructor for Introduction to CMMI and SEI-Authorized SCAMPI Lead Appraiser and serves as a Resident Affiliate of the Software Engineering Institute. Heather has more than 20 years of experience in all areas of project management, product development and software engineering, with a focus on globally distributed organizations. Philip H. Dillingham, Principal Consultant, Automotive Manufacturing and Quality, has more than 28 years of experience in automotive component and vehicle manufacturing, quality systems and quality management. He has served as a Quality Manager at the plant, division and corporate level for a worldwide OEM. Product experience includes Climate Control, Electronics, Axles and Steering Systems, Interior/Exterior Trim and Vehicle Assembly. (Additional Information)

Marty Oppenheimer, Senior Partner, has over 30 years of experience in organizational and systems change and adult education, mostly focused in the public education arena. He has participated on numerous statewide, regional and local advisory committees and work groups.


Heather has developed and taught courses and workshops related to standards and methodologies including ISO 9000, ISO 9001/2000, TL 9000, and Agile, including Agile-related methodologies such as use case techniques, UML (as used by Rational), Test-Driven-Development and other Extreme Programming techniques. She has also developed/adapted and deployed organizational processes designed to meet these standards and methodologies appropriately for the organizational context. She has led over 40 process and project management reviews as well as systems architecture reviews n Europe, Asia, and North America for organizations ranging in size from fewer than 100 to more than 2000 staff

She has co-chaired ICSE global software development workshops, reviews software engineering journals, and referees grant proposals for the National Science and Engineering Research Council of Canada. She has presented papers and workshops at international conferences including ICSE, SEI SEPG, and SIGGRAPH. As a Distinguished Member of Technical Staff in Lucent Technologies’ global quality office, she led a corporate-wide global CMMI initiative. Before joining Lucent/Bell Laboratories, she was a facilitator, teacher, and consultant, helping teams identify and prioritize needs, define solutions, and make changes.

Ms. Oppenheimer earned her Master of Science degree in Computer Science from the University of Illinois at Champaign-Urbana, her Master of Education in Curriculum Design at the University of Oregon, and her Bachelor of Arts from Oberlin College in Ohio.

Foremost a teacher, Mr. Dillingham has directed many organizations in the achievement of ISO/QS-9000, Q1 for Manufacturing Plants, Q1 for Assembly Plants, QOS, Lean Manufacturing and SPC methodologies. He has traveled extensively in the US, Europe, South America and served a 3 year assignment in Shanghai, China to establish a successful Joint Venture to produce automotive trim components.

He also has extensive experience with Six-Sigma (DMAIC Process), 8D Problem Solving, customer interface, managing with operational data and establishing meaningful and practical use of statistical methods in a wide range of manufacturing operations.

Mr. Dillingham holds a Master of Arts degree in Education from Wayne State University, Detroit, Michigan and a Bachelor of Arts degree in Education from Western Michigan University, Kalamazoo, Michigan.
